A the end of last year, the Ministry of Social Policy of Ukraine approved The State Standard of Social Service for Social and Psychological Rehabilitation of Persons with Addiction to Narcotic Drugs or Psychotropic Substances, which was developed by AFEW-Ukraine’s team together with selected experts jointly with the Ministry.
The approval of this Standard is the result of thorough work that started back in 2018 when AFEW-Ukraine supported the development of rehabilitation standards for the Ministry of Social Policy of Ukraine. We managed to gather a good interdisciplinary team of experts for the job, including a representative of the community of people living with drug addiction. Therefore, in cooperation with the Ministry, the State Standard of Social Services for Social and Psychological Rehabilitation of Persons with Addiction to Narcotic Drugs or Psychotropic Substances was developed.
This document is evidence-based and corresponds to the key principles of the international guidelines and International Standards for Rehabilitation Services developed by UNODC. After piloting the Ukrainian State Standard in several national rehabilitation centers, the document was presented for public discussion in autumn 2018. Over the following almost two years, the Standard was finalized and presented to the public two more times, including last summer.
The Ministry of Social Policy of Ukraine approved the Standard in October 2020, and afterwards, the document entered into force in late December 2020. We hope that the adoption and implementation of this document will develop a system of quality social services for all the people with drug addiction in Ukraine (including underage) and ensure timely provision of comprehensive aid to those who need it the most.
